Roman cemetery found in Gloucestershire

Archaeologists have unearthed a large Roman cemetery in a Gloucestershire gravel quarry.

More than 100 people are believed to have been buried at the site, near Fairford, which dates back 1,600 years.

What would happen if every burial ground ever created were declared sacred ground, not to be built on or even walked on? (I'm thinking of the claims of Native Americans and others). Why are the bones and flesh and artefacts of our ancestors sacred and to be held objects of worship? This is one area I truly do not understand.
